Did you extend program memory zone ? There is a security zone memory with a 128 bits password which lock FLASH and SARAM blocks (security section in the datasheet http://www.ti.com/lit/ds/symlink/tms320f28035.pdf ). If you write a part of a program in this zone, you may be locked the TMS.
Also, I found this in this document :" The 128-bit password (at 0x3F 7FF8 – 0x3F 7FFF) must not be programmed to zeros. Doing so would permanently lock the device."
