The carrier range is 0 to 100% and the mid point is at 50% or 0.5. The sine output is superimposed on this mid point, so the sine can have a max mag of 0.5 in which case the duty cycle will spread across 0 to 100% (Out = 0.5 + 0.5sin(wt)). SVGEN allows the sine mag to be around 0.57 because of inherent third harmonic injection. For mag above this, the duty cycle will try to shoot above and below 100% and 0% resp which will not be supported by carrier and hence the clamp.
